The Department has initiated Open Sea Cage Culture under Rashtriya Krishi Vikas Yojana (RKVY) at Polem, Canacona Goa. The cages were stocked with Seabass Seed. The cages have been looked after by The Polem Sea Cage Fish Farming Co-operative Society Ltd., Polem. Canacona.

The Reservoir Cage Culture Project is initiated by the Department to create employment amongst the local youth in the year 2016-17 and is funded by Rashtriya Krishi Vikas Yojana (RKVY). The Project is maintained and looked after by Sanguem Farmers Club. A total of 48 cages has been installed at Chapoli Dam and is stocked with Pangasius sutchi fish seed.

The Department has initiated Mangrove Crab Pen Culture as a pilot project at Estuarine Fish Farm, Ela, Old Goa in the year 2016-17. The pens are constructed using the locally available bamboo splits or areca nut logs or cane. These strips should be driven 1-1.5 m deep into the soil to keep the crabs inside and the potential predators outside. Roughly 1000 to1500 crabs of 100 g each could be stocked per pen. The crab could be fed once a day during high tide with low-cost fishes, mussels, clams, snails, etc. Scylla serrata is the common mud crab occurring in the estuarine and mangrove areas and is commonly called as “Mud crab” and it prefers to live in low saline waters. In this method, juvenile crabs (10g to 250g) are stocked and allowed to moult and grow. Harvest is done after 3-8 months or once the crab reaches 400g.

According to the Coastal Aquaculture Act, 2005 all Brackish Water Farms operators have to obtain authorization from the Coastal Aquaculture Authority of India, Government of India, Chennai.

There is a State Level Committee and Two District Level Committee to process the application, inspect the farms and finally recommend to the Coastal Aquaculture of India. The composition of the committee is as follows:

Procedure:

The interested farmer has to apply to the Director of Fisheries/Member Convener of the Aquaculture Committee, in the prescribed forms, which are available with the Department & B.F.D.A. along with the required documents.

If the Member Convener finds all the documents are in order, the proposed farm will be inspected by the District Level Aquaculture Committee (either North or South depending on the location of the farm). If the farm is found conforming to the set guidelines, the application will be placed before the District Level Aquaculture Committee. The farms less than 2 ha. will be recommended by District Level Aquaculture Committee to Coastal Aquaculture Authority directly. Farms above 2 ha.  will be recommended by the District Level Aquaculture Committee, to the State Level Aquaculture Committee, which then recommends the application to the Coastal Aquaculture Authority of India, Chennai, for final approval and registration.

The authorization received will be valid for a period of five years.

Renewal of license:-

After a period of five years the license has to be renewed. The prescribed forms are available with the Department and B.F.D.A. which is to be submitted to the Member Convener.

Procedure:-

Another inspection will be conducted by the District Level Aquaculture Committee to see that the farm is existing as per the plan in the original license. If so, it is recommended to the State Level Aquaculture Committee and then to Coastal Aquaculture Authority of India, Chennai.

The renewal is obtained for a period of five years.

The Department has Fresh Water Fish Seed Hatchery at Anjunem, Keri, Sattari. This hatchery produces quality seed of Indian Major Carp i.e. Catla, Rohu and common carp. Every year the Department produces Advanced Fingerlings of good quality and supply to fish farmers at a reasonable rate. Also, fish seed is procured from outside State and are supplied to the fish farmers to meet high demand of fish seed in the State.
